WASHINGTON (AP) The way Bill Clinton's detractors tell it if he keeps winning like this he'll really have trouble. For every victory, other Democrats point to another poll of voters, who say they have misgivings and 'wish somebody else was running for president. Every time Clinton clears a hurdle, there seems to be another one, set higher, just ahead. He's described as limping, his victories tarnished, the prospect of his nomination a comfort to the Republican White House. And all of that while, Clinton has been achieving his mission.

He is well on his way to the Democratic nomination to challenge President Bush next Nov. 3. At what amounts to a half time break in the primary election season, only the Arkansas governor can go to the Democratic National Convention with a nominating majority in hand or ithin close reach. He has 1,267 delegates, he needs 878 more to win. He is, as his opponents say, a flawed candidate, beset by image problems that could be his undoing in the general election campaign.

But he also is a skilled politician who has mastered a five-man field, driving out all but one rival, and overcoming a succession of character questions that would have undone most candidates. Clinton said he isnt trying to make the voters love him; he wants their respect and confidence. "I think time will take care of it," he said Wednesday. He blames the problem on "buyers' remorse." Mickey Kantor, his campaign chairman, said Wednesday FinHA seeking new committee member 1956 nuclear bomber crash now disclosed it's no surprise that Democrats still look for somebody else, "someone that you don't know, someone who may be perfect." In Clinton's case, though, it isn't that abstract He's had to defend himself repeatedly on questions of conduct both personal and official. Even as he gained a campaign ally, Illinois Sen.

Paul Simon, there was a reminder of the lingering problem. "I would be fooling you if I told you some of my colleagues didn't have reservations," Simon said. "There's no question he's got some work to do, but if Bill Clinton is good enough to win the Democratic nomination, he's good enough to beat George Bush in November," said Democratic pollster Geoffrey Garin. The persistent argument that Clinton is losing voter confidence while winning primary elections is one more oddity in an odd campaign. This week's round was a prime example.

By consensus, New York was the crucial test, and for a while, it looked like trouble for the front-runner. On successive Tuesdays, he'd lost to rival Jerry Brown in adjacent states, Connecticut and Vermont. The campaign was bitter, the polls shaky. While Brown attacked, Paul Tsongas looked for support from the sidelines, and got it. Clinton won, with 41 percent of the vote.

Tsongas got 29 percent without campaigning, Brown 26 percent. Clinton also won in Wisconsin and Kansas and a non-binding primary' in Minnesota. But wait. The New York turnout was low, only about 27 percent. Democrats, Gov.

Mario Cuomo said in a radio interview, "are not turned on," and it couldn't be considered a big victory' for Clinton. Network-commissioned interviews with voters leaving their polling places showed that two thirds wished there were other candidates to choose. While a majority said they expected Clinton to be the nominee, only half of New York's Democratic voters said he has the honesty and integrity to serve effectively as president. Those exit interviews countered the decision registered inside. Clinton did win, after all, and by a dozen percentage points.

For existing borrowers, the committee determines whether there is commercial credit available. (AP) A nuclear armed 36 bomber crashed near Albuquerque in 1936, a government report has disclosed. The report suggests the crash site may be contaminated with radioactivity. The study suggests plutonium, enriched uranium or tritium might be present at the crash site near Kirt-land Air Force Base, but doesn't say how much, the Albuquerque Journal reported today.

The study, which is to be released today by the U.S. Senate Government Operations Committee, says the crash on Jan. 9, 1956 involved a 36 bomber carrying a nuclear weapon or weapons. The Air Force provided no information Wednesday. The base, which is just south of Albuquerque, has no relevent records, George Pearce, base public information officer, said Wednesday.

The Strategic Air Command at Of-futt Air Force Base in Omaha, also said it had no information. The Air Force Historical Research Agency at Maxwell Air Force Base, and the Air Force Safety Center at Norton Air Force Base, de clined to comment Wednesday. The study, commissioned by the U.S. Environmental Protection Agency, lists 45,361 locations in the United States, including hospitals and factories, that could be contaminated by radioactivity. Contaminations range from accidents involving nuclear warheads to government experiments that tried to simulate the effects of nuclear weapons on crops.

The Nuclear Regulatory Commission considers 46 sites to have seri- ous radioactive contamination. New Mexico with more than 1.000 ranks eighth in the number of sites. The 1956 crash is among 29 "nuclear weapons carrier accidents" included in the report. Two other Kirtland accidents are listed one in which a B-29 bomber crashed into the Manzano Mountains in 1950 and one in which a plane accidentally dropped a bomb over Kirtland in 1957. Those accidents were included in the 1981 Defense Department summary of nuclear weapons accidents the latest such summary but the 1956 crash was not.
