10 David Batten, 44, of Elko was bound over to district court on felony counts of drunken driving and third-offense drunken driving. Judge Leddy bound over Batten following a preliminary hearing. Batten was arrested Oct 8 on Mountain City Highway. Dec. 14 Gary Heit 21, of Spring Creek pleaded guilty to misdmemeanor counts of drunken driving, failure to maintain the travel lane and driving on a suspended license.

Judge Nethery ordered Heit to pay a $770 fine, to serve 48 hours in jail and to complete drunken driving school at his expense by March 1. He was arrested Nov. 20 in the 400 block of Idaho Street Dec. 16 Connie Thomas, 20, of Elko pleaded guilty to a misdemeanor count of attempted possession of a drug which cannot be introduced in interstate commerce. Judge Nethery ordered Thomas to serve 30 days in jail, suspended if she pays a $600 fine and is not convicted of any crimes other than minor traffic violations in Elko County for the next year.

Under a plea agreement the charge was amended from two felony counts of making false representations to a pharmacist for the purpose of obtaining a controlled substance. Thomas was arrested Oct 26 at Kmart for changing her prescription on prescription-strength tussin, used to combat coughs. Charles Bateman, 20, of Sandy, Utah, pleaded guilty to a gross misdemeanor count of conspiracy to possess marijuana. Judge Stringfield accepted the plea but put off further proceedings until Feb. 1.

Bateman was originally charged with a felony count but the charge was amended in a plea agreement He was arrested Aug. 18 on Interstate 80 near Osino. Justice Court Dec. 1 Lillian Chaney, 24, of Elko pleaded guilty to a misdemeanor count of possession of drug paraphernalia. Elko Justice of the Peace Molly Leddy ordered Chaney to serve 15 days in jail and to pay a $265 fine, suspended if she performs 50 hours of community service and is not convicted of any crimes other than minor traffic violations in Elko County for the next year.

Chaney was arrested Aug. 28 at the Elko County Jail for possessing a "smoking device" containing marijuana residue. According to the Elko County Sheriffs Department report, several items possessed by Chaney, including a plastic straw and scissor, were found with drug residue. Dec. 9 Mark Wakefield, 33, of Osino pleaded guilty to misdemeanor counts of drunken driving and failure to maintain the travel lane.

He was charged with drunken driving, second-offense drunken driving, failure to maintain the travel lane and having an open container of alcohol. Bail: $1,040.

Holly M. Lee, 34, of Elko was arrested by a Carlin city officer at 6:39 p.m. yesterday at the intersection of Fifth and Chestnut Streets in Carlin. She was charged with drunken driving, third-offense drunken driving, driving with a suspended license, failure to use lighted lamps and failure to register as an ex-felon. Bail: $3,450.

Melvin C. Lanier, 23, of Elko was arrested by an Elko city officer at 2:55 a.m. today at the intersection of Fourth and Commercial Streets. He was charged with drunken driving, second-offense drunken driving and careless driving. Bail: $1,005.

Lock their parents up. Buy their guns. In Florida, the increasing number of violent crimes committed by youths has generated a slew of drastic proposals. Critics warn "the state of fear" could be transformed into a state of siege for teens; others see the changes as vital. "People realize that extreme measures are needed to get back control," said Dade County Commissioner James Burke, who last week gained initial passage of a teen curfew for the Miami area.

Burke's crusade became personal last month when he and his wife were held up by an armed teen who stole their car. Burke also proposed neighborhood patrols by non-police county employees and prosecuting parents of repeat curfew violators. He said the main goal of the curfew, set for a final vote Jan. 18, is to force parents to take responsibility for their children. Not everyone buys the idea.

"They 'don't want to give us a job or give us something to do, and now they're going to take our rights awavJLsaidhieh school student Ni- locked up." The proposed Dade curfew is 11 p.m. week nights and midnight on weekends for youths under 16, with exceptions for those on the way to or from work, school, church and civic events. In Tampa, the city council also is considering a curfew, and Attorney General Bob Butterworth has proposed one for the entire state. Civil libertarians warn that basic freedoms are getting trampled. "You don't take away the rights of an entire group of people," said Ro-byn Blumner, state director of the American Civil Liberties Union.

Roberta Snyder, 27, of Good Hope, pleaded guilty to a gross misdemeanor count of child neglect Judge Ames set sentencing for Jan. 24. Under a plea agreement, a gross misdemeanor count of abuse or neglect of a child by a person who is responsible for the child's welfare was dismissed. She was arrested for striking a five-year-old female between Nov. 10-20, 1992, in Wells.

Dec. 20 Larry Burk, 43, of West Wendover pleaded guilty to a felony count of injury to personal property. Elko District Judge Thomas Stringfield set sentencing for Jan. 31. Under a plea agreement, a felony count of discharging a firearm at or into a structure, vehicle, aircraft or watercraft and a gross misdemeanor count of aiming a firearm at a human were dismissed.

He pleaded guilty to colliding with a West Wendover police Benjamin R. Gerber, 20, of Elko and James M. Niday, 28, of Elko were involved in a two-vehicle accident at 3 p.m. Sunday at the intersection of Front Street and south Sixth Street Gerber was driving eastbound on Front Street while Niday was northbound on south Sixth at the Front Street stop sign. According to the city police report, Niday pulled out from the stop sign turning left onto Front, and, due to the sun's glare, did not see Gerber.

Niday's car struck Ger-ber's car in the right rear. Damage to both vehicles was moderate. Niday was cited for failure to yield. Gerber was cited for not having a driver's license in his possession. Niday was driving a car owned by Rose Caudill of Elko.

1 Elko General Hospital reported admittances for Monday and Tuesday included Laura Eklund of Carlin. Discharges included Patsy Sharp, Barbara Golightly, Nancy Snyder and baby and Jacques Errecart, all of Elko. Laura and Cliff Eklund of Carlin are parents of a daughter born at 8:43 a.m. Tuesday, Dec. 21, at Elko General Hopsital.

She weighed six pounds, 11 ounces and meaured 20'i inches. H. Parker dies at 85 Former Elko resident Harold V. Parker, 85, of Winnemucca died Monday in Winnemucca. Parker was born July 24, 1908, in Baker.

He is survived by two sons, Kelly Parker of Lamoille and Gail Parker of Ibapah, Utah; 12 grandchildren; and 22 great-grandchildren. He was preceded in death by a son, Leonard Parker of Wendover, Utah. He was reared in Snake Valley, where he ranched until 1965 when he moved to Elko. In Elko, he worked for JC Penney and the Elko County School District Funeral Services will be held at 2 p.m. Tuesday at Albertson Funeral Home in Winnemucca.

Lander native dies at age 78 Battle Mountain native Muriel M. Middleton Kirchen, 78, died Dec. 20, 1993, at Manor Care Nursing Center in Reno. She was born June 9, 1915, and had been a long time Reno area resident coming from Battle Mountain. Kirchen worked as a bookkeeper for Emporium of Music and Tom Joyce Floors, both in Reno.

She was a third generation pioneer family of Nevada. Her husband, Edward B. Kirchen, preceded her in death. Surviving are her daughters, Lynn Vance, and Cynarra Darrah; sisters, Ethyl Manson, and Doris Sampson, all of Reno; 11 grandchildren; and 22 great-grandchildren. No funeral is scheduled.

Cremation will be at Reno Crematory, under the direction of Northern Nevada Memorial Cremation and Burial Society. Traffic ran i WASHINGTON (AP) President Clinton plans to nominate Adm. William A. Owens to be vice chairman of the Joint Chiefs of Staff, praising him for strong leadership ability. Owens, who once served as the senior military assistant to Defense Secretaries Frank Carlucci and Dick Cheney, will succeed Adm.

David E. Jeremiah, who is retiring as the Joint Chiefs' No. 2 man. "Admiral Owens has served his country proudly and with distinction for 35 years," Clinton said in a statement Tuesday. "He has held a number of challenging assignments and demonstrated strong leadership ability." Owens, a submariner, left Cheney to take command of the U.S.

The researchers, led by Dr.

Claire Infante-Rivard of McGill University in Montreal, compared 331 women who had miscarried with 993 who had experienced normal pregnancies. Consuming as little as 48 milligrams of caffeine about the amount in half a cup of coffee a day during the month before conceiving appeared to boost the miscarriage risk by 29 percent. Consuming the same amount during pregnancy boosted the risk by 15 percent. Each additional 100 milligrams of caffeine daily boosted the risk an additional 22 percent the researchers said. That is about the amount of caffeine in eight ounces of coffee, 15 ounces of tea or eight to 15 ounces of soft drinks containing caffeine.

It also is found in many over-the-counter pain remedies.
