Officer seeks home for box of Dunmes Police Blotter Seen Vitnnw 73M-HELP Thursday, July 11, 1996 ELKO DAILY FREE PRESS, Elko, Nevada 9 Error undenniiies miner's faith in state bureaucracy A- JL 1 Darla Hoadley has a box of homeless puppies and she's upset about it Hoadley is animal control officer for the Carlin Police Department and she's used to "dumped dogs," as she puts it But she's not used to people dumping week-old puppies by the boxload. "I don't normally get the tiny puppies, but I get a lot of dumped dogs," Hoadley said. Dumping dogs is against the law in Nevada, she said, and besides that "it's animal abuse." The Carlin pound only has 12 kennels, she said, and can keep dogs only about five days. "A good 99 percent of dumped dogs are euthanized," she said. The box of puppies was found by a motorist at the Beowawe rest area on Interstate 80 late last night, Hoadley ger is at the clerk who made the error He said his friend had asked that a supervisor check the higher figure but was told it was final.

He said Johnson told him she was very sorry, but his friend was at fault for paying the incorrect amount. "They are telling me it's all my fault," he said. "First for not coming down in person the second time, and because my friend believed them when they gave her the wrong figure and paid the amount they quoted her. "It's no wonder people don't trust the bureaucracy," he said. "They made the mistake, they have no me chanism to repay me in a timely manner, and then they tell me it's my fault for trusting them." Johnson has been unavailable for comment this week.

Donna Wadey-Howell. chief of DMV registration division in Carson City said today she has received the complaint and is in the process of ex pediting Leach's repayment. She said Leach should have a check by next week. "There is a procedure for expedit ing payment in cases such as this." she said. "We will be advising Elko DMV employees on how to provide this service." she wrote a check on her own bank and paid the fee.

Leach said he had budgeted down to the penny, and this was not good news. It was also confusing since he had done all the right things and still did not have his registration. He said he wrote his friend a refund check, but it was too late for him to ask for the next day off to go to the DMV. The following day was July 4 and DMV was closed. On Friday.

Leach said he talked to Karen Johnson. Elko DMV supervisor, who determined that the original quote given Leach was correct and that the second DMV employee had keyed a wrong stroke, which resulted in the higher figure. "I said fine, just give me back my money and we'll be straight." said Leach. Oh no, he was told, the DMV can't do that. Leach said Johnson told him the department closed its books at the end of each day and has no mechanism to locally repay an overcharge.

Leach said he was told to apply for a refund voucher and submit it to the Carson City DMV office, which would take a minimum of two to four weeks to process his request for reimbursement. Leach said that while he desperately needs the money, his real an- Investment swindle courthouse By Glenda Bennett When Newmont Gold miner Steve Leach bought a pickup June 27, the dealer told him he had 10 days to register the vehicle and the fee would be approximately $150. Leach said he called DMV the next morning for a price quote. He said the cost of the truck left him short of funds and he needed to juggle his bills to pay the fee and his living expenses until payday. He said he thought he could get a phone quote and mail in a check but was told he must come to the DMV in person.

Leach said he took Monday off from work and waited in line for more than two hours. "At that point I just wanted a quote," he said. "I needed to find out how much it was going to cost so I could budget for it." He received a quote of $155, which was written on the back of his dealer's report of sale. Leach said he couldn't take anymore time off work so he asked a friend to take his check and proof of insurance to DMV. He said his friend waited in line for more than an hour the next day, but when she reached the clerk she was told the quoted amount was wrong and the fee was actually $278.

Realizing his registration time was limited, and unable to contact Leach. (AP) A state prison inmate is under investigation for allegedly selling restricted shares of stock in a Nevada mining company to a prison employee. Larry Meyer, 54. who is serving a two-year sentence at Deuel Vocational Institution for drunken driving, has been put in solitary confinement during the investigation, said prison spokesman Lt.

Richard Giottonini. No charges have been filed so far in what Deputy District Attorney Stephen Taylor said appears to be an investment swindle. Court records, including an affidavit by Corrections Department investigator Steven Millingar. indicate that Meyer admitted selling stock shares in Fallon Mining Co. of Lovelock, to a Deuel employee identified as "John Doe." Meyer, who owned 990.000 shares of restricted stock, acknowledged to Millingar that he could not sell his stock because of the restrictions but said he had signed a stock assignment a different way of transferring it to another person.

He touted the stock to employees and at least one inmate at Deuel, according to the affidavit. Departmental policy bars business dealings between inmates and prison employees, who could be disciplined for breaking the rule. Giottonini said. According to Millingar's affidavit, the unnamed prison employee claimed that Meyer directed him to a Modesto man, John Wayne Wheeler, 50, from whom he purchased 5,000 shares at $2 a share, and provided a receipt dated April 8. Wheeler could not be reached for comment.

Fallon company officials said Elko General Hospital reported the following admissions: Pamela Jensen and Melanie Stevens, both of Elko. Among those discharged: Janine Williams and baby, and Melanie Stevens, all of Elko. Pamela and Christian Jensen of Elko, are the parents of a daughter born at 3:28 p.m., Tuesday, July 9, at Elko General Hospital. She weighed eight pounds, seven ounces and measured 20VS inches. said, and was turned in to Carlin police about midnight There are six unweaned pups whose eyes are not open yet she said.

If they had not been found, the pups would have been dead within five hours, the animal control officer estimated. 'They were getting real, real hungry," she said. Hoadley said a Carlin resident whose dog is nursing took the puppies temporarily, but she would like to find permanent homes for them when they are weaned. She guessed the pups are border collie mixes and will be weaned in about a month. Anyone interested in providing a home for one or all of the puppies can contact Hoadley at 754-2222 from 8 a.m.

to 4 p.m. Meyer got the restricted stock by helping the company buy land. But Meyer, who was employed by Fallon Mining as a leasing-claims manager, left the company eight years ago, Boseman said. Meyer's ex-wife Joyce remains as the company's treasurer and a director. Fallon Mining Co.

was not registered with the California Department of Corporations, according to Millingar's affidavit. Selling or offering to sell an unregistered security is a felony in California. Douglass Boseman. Fallon Mining's president and board chairman, said the company did not register because of an error by company counsel Ben King, a Houston attorney.
