14 ELKO DAILY FREE PRESS, Elko, Nevada Thursday, July 25, 1996 Volunteer slightly hurt News Capsules Casino fined CARSON CITY (AP) The Carson City Nugget is expected to be fined $25,000 by the state for a violation of cash-handling rules the club's first such violation since it opened in 1964. "It's a shame that it happened, but the (regulations) are as they are, and unfortunately one of our employees just couldn't abide by all the schooling that was given," said Nugget general manager Brian Smith. Smith said employees get extensive training on cash-handling procedures required to prevent money-laundering. The person involved in the violation was fired, he added. The Nugget last week returned a stipulation settling the complaint to the state Gaming Control Board, which is expected to refer the matter to its parent Nevada Gaming Commission for final approval at ah Aug.

22 meeting. The GCB complaint against the Nugget says that on April 11 an undercover agent handed a casino cage cashier $3,500 in $20s and asked for $100 bills back. The cashier complied, violating a rule that exchanges of $2,500 or more must be in the years later when his malady was diagnosed. The couple appealed after Clark County District Judge Bill Maupin ruled that social workers had no duty to investigate the background of the child's biological parents, although they must be truthful and avoid any material omissions of information. Nevada Bell rates RENO (AP) The state Office of the Consumer Advocate has joined in opposition to a proposed rate change by Nevada Bell.

The telephone company is asking the Public Service Commission for a $4-per-month increase in basic residential fees and a $435 decrease for business customers. The consumer advocate, however, said rates should be cut across the board. The agency has recommended a 75-cent cut in the $10 monthly residential service charge. Additionally, it recommended business rates be reduced by $11.50. "I think they are trying to stick it to the residential customers and not give business customers what they deserve," Consumer Advocate Fred Schmidt said on Tuesday.

"Residential and business customers are unnecessarily funding outrageous profits." PSC staff previously recommended a $2.50 reduction in basic service and a $1220 cut in business rates. Nevada Bell spokeswoman Joyce Trombley called the OCA and PSC recommendations unrealistic and said they "ignore the fact that there is competition in the local market" The company filed its request for rate changes early this year. Commission hearings on the proposal begin this month. same denomination. The minimum fine for such violations is $25,000, and GCB Chairman Bill Bible said casino regulators take the cash-handling rules very seriously.

Nevada is the only state that the federal government allows to conduct its own enforcement to prevent money laundering. Adoption lawsuit CARSON CITY (AP) The Nevada Supreme Court has rejected an appeal from a Las Vegas couple who tried to sue the state Welfare Division after learning their adopted son was schizophrenic. The unanimous high court ruling Tuesday found that Rebecca and Lynn Lorenz didn't have a case of negligent misrepresentation against the Welfare Division for failing to investigate and disclose the background of the natural parents. The court also said the claim of negligence wasn't viable because the schizophrenia of the adopted boy wasn't foreseeable at the time of the adoption. The Lorenzes adopted the three-year-old boy in 1981.
